It's Kai Tak, as you noted on Flickr. To confirm it, here's another view of the same section of road, but looking in the opposite direction.

PS Please can you delete the 'Hau Wong Temple' from this photo, as that Place is for the temple on Lantau, not the one in Kowloon.
