Judging from the wires and flagstaff in the background, the photo was probably taken at the Peak Signal Station.

Hi Moddsey, The flagstaff in the colour photo looks to be the highest ground, but in the b&w photo it looks as though the people are uphill above the flagstaff. Could they be somewhere else, or do you think it's just camera angle?
