Hi there,

It would seem to me that it is an ordinary street market with stalls on both sides with a couple of flower merchants.  I saw a vegetable stall by the left, and other shops further up.

I took this sometime in 1954. Title was prompted by the most dominant feature - i.e., the wreaths above all the stalls on the right.
