Cross-Harbour Telephone Cable Workers.

Before the cables were routed through the road tunnels, telephone service between HK Island and Kowloon was regularly disrupted by ships' anchors dragging and damaging the submarine cables, particularly during typhoons.

These likely lads are on board a barge using  winch and tackle to retrieve the damaged cable to carry out repairs.
