Most likely Tai Po Road. The line at the back is the KCR train track close to where it pops out of the Beacon Hill tunnel. Tai po road lookout was a popular scenic spot at the time.

Thank you- so around what is now lion Rock Tunnel? /or is there another tunnel on Tai Po rd. 

The daper chap is my friend’s father - he has a big birthday coming up and we are trying to ‘recreate (possibly with a lot of photo shop) this photo. 

No, Lion Rock Tunnel is to the east. The Beacon Hill train tunnel would be about halfway between there and where your father's friend is standing. If you click on the link in my last comment, it will take you to the Google map where this photo was taken.

 

Edit. Lion Rock Tunnel didn't exist back then and Tai Po Road was the only route into Shatin from Kowloon at the time.
