This is the second photograph of what appears to be blocks of flats. It seems that these are at a lower level than the footpath. This may help with a location or if they are part of the resettlement programme.

 

I have no date for the photograph as have used that of the posted article. [Possibilities early/mid 1930s or early 1950s
