I think this is what we called the mobile ice cream seller - but that may just have been a family term.

The "Popsy or Popsi" ice cream seller was well known to children. A similar photo and comments here . Besides popsicles, other ice cream products sold can be viewed here

Thank you. I was only 4 when this photo was taken but can remember distinctly the excitement of climbing up on the horizontal bar to choose my ice cream

That bar is a bit high for a 4-year old. It requires some kind of gymnastics skill:)
