I reckon this photo is of the Police Married Quarters looking out onto Arsenal Yard, Police HQ and Harcourt Rd. The tall blocks used to face Queensway and can be viewed here: http://gwulo.com/node/1501 The Quarters were demolished in the 1980s for the expansion of Police Headquarters. Caine House (original Police HQ) completed in 1954 on Arsenal Yard is just out camera shot and is located to the right of the building in the foreground. In the centre are military stores and buildings of the former Wellington Barracks (Admiralty).

Wellington Barracks was a military establishment, not a naval one. After the war the building was taken over by the Navy to become HMS Tamar.

The (Admiralty) in parantheses is to record the present location of the former site.

Thank you, moddsey, understood.  But how the location of the old Wellington Barracks (military) became the present Admiralty (naval) remains a mystery.
