I guess it is Kowloon but I have never lived in Kowloon so I am unfamiliar with the area.

Any idea of the history of the building and location please?

The buidlings were on what today is Queensway near the so called "Death Bend", part of Victoria Barracks. Now, Pacific Place. Here is another link
