He was a British Eurasian based in Shanghai who became pro-Japanese. One historian claims he became 'governor' of the Kowloon camps but I don't think there's any real evidence he ever did.
He had previously given himself a title suggesting authority over Hong Kong at a time when he was supporting Chinese nationalism and its claims for 'reversion' and this might have been the reason for the offer or the report of the offer.
