According to the Postmaster General, Mr. E. I. Wynne Jones there were several bags of mail that were received at the General Post Office prior to the surrender on 25 December 1941. The mail had yet to be delivered locally or overseas. To resolve the problem, a wooden chop was specially made to indicate on the covers that the letters had been delayed from December 1941 to September 1945.
