Chen Shao-kuan ( Cantonese rendering "Chan Siu Kwan") as a Navy Captain, was sent to England in 1916 to investigate modern naval practices and served as Naval Attaché to the Chinese Legation in London until 1919. Later, promoted to Admiral, he served in senior military positions to the Canton-based KMT Chinese Government. He is believed to be the "Admiral Chan" reported as attending, in 1928, the launching of two gunboats built at the To Kwan Wan shipyard of W. S. Bailey & Co.
