I don't have exact dates, ... [Update: thanks to Moddsey for providing the dates below]. It's certainly looking run-down in the photo dated 1957.
It's an unusual building, with its round shape.

The Chungking Arcade was built in 1941 and demolished in 1959. It comprised a rather sizable block of real estate as seen from this TST street map.
