Looks to me like the cow is helping himself to what the fellow is carrying in his basket!

I believe the other commentor is correct, they are trying to lead the ox down the street with grain or some other feed in the basket. There may be a small calf on the other side of the ox whose head we can just barely see possibly turning back. I think this ox is not cooperating as they would like…
