I've attributed this to Typhoon Gloria, could also be Typhoon Wendy (no details given on Flickr).

Not sure if the photos are related to the same typhoon but I recall having viewed the photo at bottom right before. A scene from Typhoon Wanda from 1962. The overturned car can be viewed here and in newspapers on 2 September 1962.
