I think it was taken at Shelley Street, between Caine Road and Elgin Street.

That was a good photo to figure out. There is a similar photo here Looks like the taller building in the distance may be the Central Fire Station

The signage of the church in Chinese appears on the right hand side of the photo. The church has been at 20, Shelley Street since 1950. This provides a helpful hint of the location.
