Arch - 1949 - Fanling(?)

Does anyone recognize the arch below from any other photos or anything you've seen anywhere?

The photo is taken of my grandfather, who did his (British) national service in Hong Kong between 1948 and 1949. He remembered the arch (and a house) from Fanling shortly after a storm on the 9th of September 1949. (Googling these dates indicates it may have been "Hurricane Nelly") which hit Hong Kong around that time.

I went to Fanling with my wife and we tried asking some random old people, but none of them recognized the archway in the photo :-)

Neilson appears to have owned an aircraft as well as the airport, a SikorskyS-38 amphibian

Doing a David B, zooming in and cropping, your latest picture reveals a substantial building with a domed tower.

The more wide view shows the mound appearing to have a road partly circling it for access to the building

From September/October 1945. If one zooms to the right to the east of the Runway 13 touchdown point, there is a building on a hillock (?) that appears to concide with the suggested location of the Japanese built Control Tower.

Kai Tak wartime Japanese control tower location-1945

Old correspondence that has recently surfaced in my files gives a clue as the where the Japanese had their control tower during the war years.

Close study the available pictures of the airfield immediately after the war appear to show only one possible building.

Has anyone seen ground level images of the area where the identified building is situated?

For LizB - I think the house may be 13 York Road when viewed from Rutland Quadrant. The tower that juts out looks similar to the present day structure. The exterior wall pattern is quite similar. Cheers!
