A very similar photo appears in Cheng Po-Hung's 'Early Hong Kong's Kowloon Peninsula', with the caption:

Boats in front of Reclamation Street and boat people gathered along Sixth Street (Jordan Road).

Interestingly, though the boats and buildings are the same as in this photo, the people are in different poses. So the photographer must have taken several photos on this day.
