Probably taken prior to 1941 as the statues in the Square are still visible. On the left I think it is the King Edward VII Statue with Sir Henry May on the right. See: http://gwulo.com/node/4979

I've been watching eBay these last few days, and saw this is one of a batch from the same owner, all dated 1946. The odd thing is that, as we see here, several show scenes that no longer existed post-war.

My guess is that some entrepreneur was producing postcards for the troops in town at the time, and was using pre-war negatives / copying pre-war photos to make the early batches of photos & postcards for sale.
