Oh!  I remember I was on it many many times.  Living in Mei Foo as a kid, this place was a convenient destination for a day out.

This is Kai Tak Amusement Park in Wong Tai Sin. You can see Wong Tai Sin Police Quarters at the back of monorail .

Looking at this image again with a bit of manipulation, A rising hillside is revealed in the background and a road below the monorail track. Possibly Choi Hung Road.

I do not recall such a major road under the Lai Chi Kok Amusement Park monorail or such a steep hillside close by.

Therefore,  i agree this image is at the Kai Tak Amusement Park

Yes, it is Choi Hung Road. The Kai Tak Nullah can be seen below the far side railing before it goes underground.
