A good view of the tower on Signal Hill, showing the door in the top floor of the east side, and round window in the south side.
The photographer is quite high up - certainly above ground level. They're south-east of the tower, probably up an aerial mast.
Note the men in the background, who've decided that the top floor of the tower wasn't high enough, and have climbed up onto the roof!
