To combat fresh water shortages the government built the High Island and Plover Cove reserviors in the Sai Kung area by creating dams between islands and the mainland. For many years after the reservior came into service the so called "fresh water" flowing from it and issuing from domestic taps in Kowloon was very salty

Perhaps this is the High Island Reservoir.

It is High Island Reserver under construction alright.  The distinguished feature of Po Pin Chau in the lower left confirmed it.
