 I am unable to visualize it yet.  However I wonder if that was the upper section of Mount Austin Road.

We are looking at Jardine's corner from Mount Kellett. Perhaps standing at the Government pavilions. The road in the middle is the one that now runs past the peak school. Which makes the house in the middle, the elegant one, Stolzenfels

As explained in my post today at www.gwulo.com/node/7786, I think the building nearest the top left corner of the photo is Cronest (www.gwulo.com/node/8792) and the white bungalow with the 5 arches just above and to the left of centre is Craigieburn (www.gwulo.com/node/7786)
