Yes, that is Signal Hill. The hills behind are of Hong Kong Island. The same scene as shown in a postcard.

Given that Mody Road was in existence by 1905, I think you are probably are correct.

I think the photographer was a bit further north near Cameron Road, and that the houses we can see across the grass ran along Mody Road.
