Should be taken in TST, but where exactly? What was the tower like structure on the hill? Blackhill Signal Station?

Yes, that is Signal Hill. The hills behind are of Hong Kong Island. The same scene as shown in a postcard.

Given that Mody Road was in existence by 1905, I think you are probably are correct.

I think the photographer was a bit further north near Cameron Road, and that the houses we can see across the grass ran along Mody Road.
