I believe that's North Point Estate on the shoreline. Completed in 1957 and demolished in 2003 according to Wiki.

I can see City Hall and the Mardarin, not sure if I can see Prince's building, and Luginsland is not there, I'd be happy with a date of late 1963 to early 1965.
