Thanks to 80skid for finding this and Annelise for posting.

Looking at the 1845 map of the area (http://gwulo.com/1845_map_hong_kong), I guess the artist was in the higher (further south) of the two buildings marked "Bungalow Officers Qrs.". Perhaps that's where Lt. Martin was living at the time?

The location today looks to be up the top of Hong Kong Park, near the Tai Chi Garden.

Would the little hill in the foreground be Scandal Point ?

I don't think the hill in the foreground was Scandal Point. From other maps, it was further east and on a similar level to Flagstaff House. See:
