I don't know what the top building is. Guessing this is around 1910. Is that the Diocesan Girls School behind?

Looks like the photographer was taking two different shots of Kowloon and combining it into one.
Not sure but the top photo may show the Home for the Blind in Ma Tau Wai in Kowloon.
The bottom photo shows DGS behind the Fronde Monumnet at the junction of Gascoigne and Jordan Roads as shown here But the photo may need to be horizontally flipped.
