My best guess is the island just to the SE of Lintin Island.  On the map it is a covered by a black dot and next to "F1".

The contemporary name is Lung Kwu Chau.  With a little imagination it is possible to see how this could be rendered as Tungku Island to gweilo who did not speak Cantonese.

Still, I am guessing!
