Newly acquired stereoivew from ebay. The photo captioned St. John place and the dealer said it was 1860s. The Government House cannot be seem, probably due to angle issue, or hasn't been built yet. For sure the American Consulate hasn't been built. So i believe this photo must be taken very early. So i dated it someime in 1863. Comments are welcomed. It is noticed that the tower was slighly modified when compared with later photo.

This view dated "1870s" shows the location of the gatehouse, and confirms Government House would have been out of sight to the left in your photo:
On the page for these buildings (http://gwulo.com/node/5314), Annelise has put a completion date of 1865. There's no source given, so I'm not sure if that is a firm date, or just an estimate. If it's a firm date, that'll bring the date for your photo forwards a bit.
