This section has never been developed because of the weakness of the ground. When the Tai Po Road was built (the Tai Po section is now called Kwong Fuk Rd) the new road prevented run off from the nearby market area reaching the harbour and a large stagnant pool formed where the small park and sub station now stand. It was eventually filled in but left ground that was too unsafe to construct anything large on it.
