This was either Waterfall Bay or some place along that stretch of coast.  I think that, if they are still there, the curving block of flats might help to provide a precise location.  Any thoughts?

Waterfall Bay and Wah Fu Public Housing Estate.

It's Wah Fu Estate, but the arrangement of the various housing blocks indicates this is a view from the south so Kellett Bay is in the foreground. It's since been reclaimed for the construction of Wah Kwai Estate. The two slab-style housing blocks with the angle in them are Wah Lok House (nearest to camera) and Wah On House (behind).

Thank you gw and Moddsey.  I'm not sure how to correct my title to accommodate your comments so have left it as it was but with 'actually Kellett Bay' added. Andrew
