In this image Tregunter Block 3 is under construction, although pretty high already.
I found this on the website of Andy Schegg. He wrote to me that he estimates he took this one during the fourth quarter of 1993.
I'm not sure if the date is correct. Near to the Tregunter Blocks Hillsborough Court is under construction (finished according to Centamap in 8/1993), and also Clovely Court (finished according to Centamap in 3/1994). And, in http://gwulo.com/atom/23311 from October 1993 Block 3 is already finished.
