This building is seen at Letter U on the following photo http://gwulo.com/atom/24896. On the 1901 map it is labelled as the Chinese Chamber of Commerce. 

 

Given its similarity to a Chinese temple I wonder if it was originally part of the Chinese Cemetery at this site:
