It is a bit unusual a lot of people on Hong Kong streets wearing pigtails. It is a custom of the tribe which conquered China and ruling China at that time. It was a crime not to wear it as that would be seen as an act of resistance of the Han tribe in the mainland. The Brits would have seen it the same way.  It is possible they are just tourists from the mainland. Not sure.

Just normal local native folk going about their business before the collapse of the Ching Dynasty.
