Please can a Chinese reader help translate what the characters on the vertical sign say?

My Japanese friend translated the vertical sign as "Hongkong Navy Petty Officer and Navy Men Gathering Hall".  Wikipedia  (https://ja.wikipedia.org/wiki/%E4%B8%8B%E5%A3%AB%E5%AE%98) gives further explanation of Petty Officer (下士).
