The barren hill in middle right is the place where Oi Man Estate will be built.  That place looks completely empty in this photo.

That looks like South Sea Mansions under the scaffolding (https://goo.gl/maps/kJnAsNPCeEn). According to Names of Buildings it was completed in 1962, so I'd guess this photo was from 1961/2.
