Looking at Prince's Building in central, and Luginsland in Mid Levels, I would say early 1966, possibly late 1965. Certainly before the landslides in July 1966.

Hello John, any chance this was put in the 1964 set by mistake? It does look to be more like 65/66 as commented above.
