Although 1965 is an approximation, I guess the photo date is nearer to 1960 as Union Building appears to be under construction.
Probably 1961
The part of Union House facing Pedder Street was demolished in June 1960, and the new Union House (phase 2) was completed in 1962, so seeing that the building is about 3/4 complete, I suspect it's mid to late 1961.
