The marker location makes sense since it is next to La Hacienda which was (is?) RBL 21.

the Peak Church was granted RBL 23, which is along Peak Road.  RBLs were numbered in the order they were made available to the public, and were not necessarily next to each other.

RBL 23 - the land granted for the Peak Church - was over by what is now Peak Rd.
