The part in front looks like
The part in front looks like a buffer that one finds on industrial railway rolling stock - perhaps this is the chassis of a narrow gauge railway wagon?

It does look like a buffer, but it's not likely there would have been any rolling stock in this part of town.
My guess is that it is a piece of machinery from one of the small workshops in the area. Maybe a lathe?
