Looks like this was taken on one of Forman's earlier visits. In other (later) photos he took of this area we can the pillbox has been built, eg http://gwulo.com/node/3508

That is correct. It would appear that HF was in the same area in 1940 and in 1941. From the expanded photo collection, I also note that his tram journey took him to Causeway Bay tram station.

With your concurrence, I suggest for the sake of consistency to mark the dates of the earlier photos to 1 SEP 1940 (earliest known date he was in Hong Kong unless otherwise verified through film posters and news headlines) and the latter ones to 1 SEP 1941.
