Just an uninformed wild guess to get the ball rolling.

But I would guess it was somewhere in Queen Road

The business signs we can see on the left are in English, suggesting they're in a district that catered to foreigners. (HF, if you have the original, can you make out what the signs say?)
Re; Queen's Road
If I were to guess where the photo was taken it would be Queen's Road Central looking west where Central Market on the right would subsequently be.
Re: 公煙 - Authorized Opium resaler
Hi there,
Spotted a sign '公煙‘﹐ Black script on white board, just off the middle of the photo. If you use Maximum zoom you should be able to see it. That would mean there was an authorized opium resaler there. Don't know if it also doubled as a den though.
