His full name is William Hong Sling and is referred to in various BAAG reports. He was imprisoned (smuggling), tortured and released as nothing was proved against him.

Thanks Brian, that turns up lots more. He was born in Chicago. His father was a wealthy Chinese merchant living there. Here's a family photo, and background information on the family:
