Judging by the amount of stuff they are carrying, and the good condition of their uniforms, I think this was taken soon after the surrender in Dec 1941. The first groups of POWs that were sent from Hong Kong to Japan wouldn't leave until September 1942 (source Appendix 3: Drafts to Japan, from We Shall Suffer There by Tony Banham).
