I wonder if Agent 97 could have been banker Charles Hyde?

 Three reasons:

1) Hyde is known to have been in touch with Captain Ansari as was 97. (http://gwulo.com/node/18048)

2) Hyde was arrested in April 1943 as was 97. (http://gwulo.com/node/18048)

3) Agent 97 was probably in touch with Ansari through Mrs Morgie Master, and Harry Ching's diary states that she was arrested for carrying notes about 'escapology' to the Captain from Hyde. (http://gwulo.com/node/15319)
