The Chinese caption says 'Engineering Tram Derailed In Front Of HSBC Building'. Presumably this is why the odd tram remained single deck, as a service vehicle.

Hi Wayne,
Engineering tram generally is non-passenger service. The earlier single deckers presumbly had gone soonest replaced by the double deckers.
I have written an article describing all the HK engineering trams in an overseas magazine.
