Sir Joseph Kemp was the Chief Justice of Hong Kong when he retired. He was born in Ireland on 23rd December 1874 and retired in 1933 and died in England on 13th September 1950.
Sir Joseph was in Hong Kong for many years. Wikipedia notes he was Attorney General from 1914-1930, and Chief Justice from 1930-1933.
