Hi there,
For this like it is likely Pat Sin Leng in the background. The photographer was likely somewhere in the Nam Shan Tung\Lai Chi Chong\Shek Uk Shan area.

Pat Sin Leng - image is reversed
this is a picture taken from tai Po Road looking over Tolo Harbour towards Pat Sin Leng, however, the image is reversed.
edit: Thomas beat me to it. I think the area is the large bend in the road that overlooks Pak Shek Kok.
