Mills & Chung Path - Structure 1, concrete hut with a platform on a rock [????- ]

Hi there,
This is what I saw along the Mills & Chung Path. There is a concrete hut close to the path, and a concrete platform out on the rock face. I don't know what it is. Maybe somebody here could enlighten me a bit.

Hey T. I often walk this path (since I live closeby), and I often to wonder about the purpose and origin of these structures. Do they seem pre-war to you? It seems very possible, but It seems unlikely that there was a path allowing access to these structures much before the Mills and Chung path. The accessibility (shown here : http://gwulo.com/atom/18772 ) seems limited. I recall the huts are quite poorly built, one with bricks.
The only logical conclusion I can speculate is that there was some sort of beacon/light on the platform and the storage hut held some sort of supplies. Or perhaps built by fishermen?
Any thoughts?
